El Ministerio de Fomento podrá autorizar a los Gobernadores para registrar provisionalmente a empresas que presten servicio dentro de sus respectivos Departamentos, reservándose la facultad de revisar las documentaciones correspondientes y de hacer las inscripciones definitivas.
