La exploración técnica, la explotación económica y el beneficio de las minas de propiedad de la Nación se hará por los sistemas de concesión, permiso o aporte. En todo caso la exploración de las minas que se sometan al sistema de concesión se adelantará mediante licencia de exploración, con excepción de lo contemplado en el artículo 57 de este Decreto.
