Art. 1° La resolución definitiva sobre validez ó nulidad de ordenanzas acusadas de lesionar derechos civiles, corresponderá siempre á la Corte Suprema de Justicia; y la resolución final sobre validez o nulidad de ordenanzas acusadas por incompetencia de las Asambleas ó por ser violatorias de la Constitución ó de las leyes generales de la República, corresponderá al Consejo de Estado.
