Para dar cumplimiento al auxilio contemplado en la presente Ley, en el Presupuesto de la próxima vigencia se incluirán, necesariamente, las sumas de que trata el artículo anterior, y en caso de no hacerse, se autoriza al Gobierno Nacional, para hacer los traslados y demás operaciones presupuestales que fueren indispensables.
