Otorgamiento del permiso . La prestación del servicio público de transporte de pasajeros por carretera, será regulada y requiere de permiso, el cual se otorgará como resultado de un concurso en el que se garantizará la libre concurrencia y la iniciativa privada para la creación de nuevas empresas.
