El Presidente de la República, en uso de las facultades que por la presente Ley se le confieren y de la prerrogativa que le da el artículo 1º del Acto legislativo número 24 de 1898, podrá poner en vigencia en cualquier tiempo los impuestos o aumento o rebaja de estos, de que trata esta Ley.
