Artículo cuarto. El Ministerio de Hacienda expedir los documentos de crédito autorizados por este Decreto, en la medida en que las necesidades así lo exijan, con el solo requisito para su validez, de que los títulos expedidos sean emitidos, mediante acta, por la Tesorería General de la República, v refrendados por la Contralor General de la República.
