Art. 1°. Facúltase al Banco Nacional para emitir, mientras se consigue el empréstito que se solicita en Europa, hasta un millón de pesos ($1.000.000) en billetes, sobre los cuatro millones que están en circulación. Esta suma será dada por dicho Establecimiento en préstamo al Gobierno con las formalidades del caso. El Gerente del Banco hará publicar en el Diario Oficial las operaciones de emisión a medida que se vayan practicando.
