Se presume la culpabilidad del concesionario cuando un vendedor Expenda formularios sin utilizar el carné o credencial que lo autorice, lo que conlleva a la aplicación de las sanciones establecidas en el presente Decreto, en el Decreto 1355 de 1970 y demás disposiciones legales vigentes. La reincidencia podrá ser causal de caducidad del contrato para el concesionario.
