Primera infancia. El Gobierno Nacional, en coordinación con las entidades territoriales certificadas, establecerá procesos y procedimientos que garanticen a la primera infancia de la población víctima en los términos de Ley 1448 de 2011 la atención integral, acceso y permanencia a espacios educativos significativos, que potencien sus capacidades y aporten a su desarrollo.
