Art. 1.° Apruébase el convenio celebrado el 22 de enero de 1870, entre el Secretario del Tesoro i Crédito nacional i el señor Ignacio Ospina, como apoderado del señor Simon Bolívar O´Leary, aprobado en la misma fecha por el Presidente de la República i relativo al crédito de cinco mil trescientos cincuenta i un pesos, noventa i uno i medio centavos ($5,351-911/2 cs), e intereses que dicho señor O´Leary tiene contra el Tesoro nacional, según la escritura de 8 de abril de 1861.
