El Gobierno puede también recoger con otros recursos, fuera de los señalados en esta Ley, cantidades de vales del Tesoro , por medio de sorteos en la forma dicha, previo aviso dado al público, con sesenta días de anticipación en el Diario Oficial .

El aviso publicado en el Diario Oficial debe transmitirse por circular telegráfica a los Gobernadores para que le den la mayor publicidad posible.
