Para el cumplido efecto del artículo anterior podrán los fondos comprar elementos, mercancías, confecciones, granos, etc., llenando las formalidades establecidas en el Decreto Legislativo 0015 de 1967, y su reglamentario 1627 de 1962 y los requisitos de carácter fiscal emanados de la Contraloría General de la República.
