El Gobierno nacional procederá a hacer los estudios, proyectos y presupuestos de una gran central hidroeléctrica, utilizando las corrientes del rio Cauca o del rio Palo, en el Departamento del Cauca, prefiriendo la que más convenga para futuro desarrollado y beneficio del mayor número de municipios y para las necesidades presentes y futuras del Ferrocarril del Pacifico.
