El desarrollo territorial rural es definido como un proceso de transformación productiva e institucional en un espacio rural determinado, cuyo fin es reducir la pobreza rural. Además, este enfoque permite reconocer y vincular las características heterogéneas, diversas y pluralista que los contextos geográficos y rurales tienen con el objetivo de lograr mayor caracterización y comprensión de las lógicas y particularidades de los territorios con miras a cerrar o minimizar brechas urbano-rurales.
