Competencia. De conformidad con lo establecido en la Ley 70 de 1993, la Ley 160 de 1994 en sus disposiciones concordantes y el artículo 1°, inciso tercero, del Decreto 2664 de 1994, cuya compilación se encuentra en el Libro 2, Parte 14, Título 10 del Decreto Reglamentario Único del Sector Administrativo de Agricultura y Desarrollo Rural, corresponde al Incoder titular colectivamente tierras baldías a Comunidades Negras, en calidad de “Tierras de las Comunidades Negras”.
