Art. 4.° El Decreto número 17 de 8 de Enero de 1904 que impuso el derecho de exportación de cinco pesos ($ 5) oro por cada cabeza de ganado, no se considerará vigente sino noventa (90) días después de su fecha, de acuerdo con la Constitución.
