Oportunamente se harán en los Presupuestos próximos las apropiaciones conducentes al cumplimiento de lo dispuesto en el artículo anterior, pero en todo caso el Gobierno, podrá dictar las normas que considere más conveniente para la financiación de las obras a que se refiere dicho artículo.
