Art. 3.° En cuanto a los pagos ya ejecutados, de la misma naturaleza de los de que trata el presente decreto, se considerarán hechos como por anticipacion. En consecuencia se legalizarán emitiéndose al efecto las correspondientes órdenes de pago.
