Para la repartición de este auxilio créase una junta compuesta por el Gobernador del Departamento de Antioquia, el Presidente del Concejo de Medellín y un representante del Gobierno Nacional, designado por el Ministerio de Hacienda y Crédito Público. La junta designará un Tesorero, quien rendirá cuentas a la Contraloría General de la República.
