Ámbito de aplicación. El presente capítulo aplica a todas las personas naturales o jurídicas nacionales o extranjeras de derecho privado o público en el territorio nacional, que utilicen, fabriquen, manipulen, transporten, almacenen, comercialicen, compren o vendan directa o indirectamente, pólvora. artículos pirotécnicos, fuegos artificiales o globos aerostáticos de pirotecnia en el territorio nacional. De igual forma, aplica a las entidades que ejerzan inspección, vigilancia y control, sobre estas actividades.
