Art. 11. El concesionario se obligará a entregar al Gobierno a la terminación del privilegio y a título gratuito, los edificios, máquinas, aparatos, utensilios, materias primas, y todos los demás elementos que constituyan la fábrica de naipes. Tales máquinas, aparatos utensilios no podrán disminuirse en el último quinquenio del privilegio, y deberán hallarse en buen estado a tiempo en que deben pasar a ser propiedad de la Republica.
