El Fondo Rotatorio del Ministerio de Educación Nacional, además de las funciones que le señala la Ley 35 de 1979 , ejercerá la de adquirir textos escolares, mediante licitación pública, para su distribución gratuita a los alumnos de establecimientos oficiales de educación básica primaria.
