Si la Sociedad Colombiana de Ingenieros estimare que los trabajos presentados no tienen el mérito suficiente para decretar la adjudicación del premio, declarará desierto el concurso y la suma que haya recibido para tal concepto la acumulará al premio del año siguiente.
