Art. 3º. Si ninguno de los medios de ejecucion del ferrocaril del Cauca, indicados en los artículos anteriores, fuere suficiente para llevar a cabo la obra, o si el Poder Ejecutivo creyere mas conveniente ejecutarla por cuenta del Gobierno, así lo dispondrá, de acuerdo con el Gobierno del Estado, sustituyéndose en este caso i con relacion a los demas accionistas, en las prerrogativas conferidas a la Compañía " The Cauca Walley minning and constructing Company ."
