De acuerdo con el artículo 5º del Decreto 3135 de 1968, las personas que prestan sus servicios al FONADE tendrán el carácter de empleados públicos. Sin embargo la Junta Directiva precisará la clase de actividades que puedan ser desempeñadas por personas vinculadas mediante contrato de trabajo, adicionando los presentes estatutos.
