Las obras que adelante la Junta Central de Acción Comunal de la ciudad de Toro, y las de sus corregimientos, quedan incluidas dentro de las partidas que para esa ramo señalen los Presupuestos Nacionales, sin que puedan tener menor asignación que las similares de otros Departamentos.
