El Instituto Nacional Penitenciario y Carcelario presentará a la Unidad de Servicios Penitenciarios y Carcelarios las necesidades de construcción y mantenimiento de las infraestructuras, las cuales serán atendidas e incluidas en los planes de intervención de manera prioritaria, dentro del límite del presupuesto y las posibilidades materiales de atención, según las características de cada establecimiento.
