Art. 12. Como es requisito indispensable para que el cajero cubra las cuentas por gastos causados en la semana en la obra de las carreteras, que éstas sean examinadas y visadas por los Directores, éstos son responsables ante el Ministerio de cualquiera irregularidad que en ellas se note después de haber sido visadas y presentadas para su pago al Cajero.
