Con motivo de cumplirse el 17 de junio de 1960, el septuagésimoquinto aniversario de la batalla de La Humareda, en la que perdieron la vida, entre otros, los Generales Daniel Hernández, Pedro José Sarmiento, Bernardino Lombana, Plutarco Vargas, Fortunato Bernal, Capitolino Obando, y los Coroneles Luis Lleras y Rafael Guerra, ilustres hijos de la Patria, el Gobierno Nacional dictará las medidas necesarias para la erección de un monumento en la ciudad de El Banco, Departamento del Magdalena, como homenaje a estos meritísimos ciudadanos.
