Art 6 ° Lo dispuesto en los dos artículos anteriores no obsta para que el Gobierno del Departamento del Cauca pueda proveer á la realización de las obras de que allí se trata, con sus propios recursos y mediante el sistema que tenga á bien; caso en el cual se ejecutarán las obras de acuerdo con el Gobierno nacional; siendo de cargo de éste la mitad de los gastos expresados.
