Mientras la producción nacional de calzado o de overoles sea insuficiente para atender al consumo, el Gobierno, o la entidad que él delegue, podrá importar libres de derechos de aduana zapatos de tipos populares y overoles que serán vendidos a precios de costo, exclusivamente a las personas a que se refiere esta Ley, y sólo para el cumplimiento de sus obligaciones.
