Autorízase á los mismos Síndicos para que, previo acuerdo con el Gobernador respectivo, puedan, en el caso del artículo anterior, reducir á los deudores, por sumas que le hayan dado á mutuo, el interés estipulado, a una rata no menor del uno por ciento (1 por 100), siempre que el pago de capital é intereses que haga dentro de los noventa días subsiguientes á aquél en que éntre en vigor la Ley.
