Art. 28. Cuando los empleados de Hacienda dirijan consultas que revelen falta de estudio de las disposiciones fiscales, se pondrá este hecho en conocimiento del Presidente de la República, y se anotará en el Ministerio en un libro reservado que se llevará al efecto, para tenerlo en cuenta al hacer nuevos nombramientos.
