El Gobierno Nacional incluirá en el programa de erradicación de la pobreza extrema, prioridad especial, que permita atender de manera inmediata la situación de Indigencia y Pobreza en el municipio de Buenaventura (Valle del Cauca).

Dicha prioridad deberá contener una agenda que conlleve a resolver los problemas y deficiencia en salud, educación, empleo, saneamiento básico.

Esta prioridad deberá ser implementada 6 meses después de entrada en vigencia esta ley.
