El artículo 42 de la Ley 590 de 2000 quedará así:

Artículo 42. Regímenes tributarios especiales . Los municipios, los distritos y departamentos podrán, con concepto previo favorable de la Dirección de Apoyo Fiscal del Ministerio de Hacienda , establecer regímenes especiales sobre los impuestos, tasas y contribuciones del respectivo orden territorial con el fin de estimular la creación y subsistencia de Mipymes. Para tal efecto podrán establecer, entre otras medidas, exclusiones, períodos de exoneración y tarifas inferiores a las ordinarias.
