Art. 18. El monto de los gastos inclusos en la ley de Presupuestos no excederá, al de las Rentas calculadas para el mismo bienio; y en caso de deficiencia de estas, se deducirá proporcionalmente por el Gobierno la diferencia ó saldo de todas las partidas votadas para los gasto de cualquiera naturaleza y que no sean indispensables para el servicio administrativo y el del crédito publico, de manera que en la primera liquidación que se publique de los Presupuestos quedan equilibrados los totales de rentas y gastos.
