Solamente para apropiaciones de "Servicios Personales", "Servicios Públicos", "Servicios de Comunicaciones", y "Arrendamientos" se podrán girar Anticipos para Gastos Oficiales fuera de Bogotá y relaciones de autorización permanente. En casos especiales la Dirección General del Presupuesto podrá organizar que se hagan estos giros para otra clase de gastos.
