El descuento tributario a que se refiere el artículo anterior, se reconocerá también a los contribuyentes que hubiesen efectuado donaciones en dinero o en especie, después del 13 de noviembre de 1985, y hasta el 31 de diciembre de 1987, con destino a los damnificados de la actividad volcánica del Nevado del Ruiz, o al resarcimiento de los daños respectivos, siempre y cuando exista un acuerdo entre el donante o el donatario, y "Resurgir" que garantice que el uso de los recursos sea efectivamente el indicado atrás.
