Autorízase al Gobierno para que, con el fin de incorporar el producto de los empréstitos autorizados por esta Ley, abra en el Presupuesto de la Nación los créditos indispensables, con el único requisito de la expedición del certificado de disponibilidad por el Contralor General de la República.
