Artículo segundo. El presente Acuerdo rige a partir de la fecha de su expedición, deroga el Acuerdo número 02 de 1974 y para su validez requiere la aprobación, mediante Decreto del Gobierno Nacional. Comuníquese y cúmplase. Dado en Cúcuta, a los ocho (8) días del mes de enero de mil novecientos setenta y nueve (1979). El Presidente de la Junta (Fdo.) Jesús María Carrillo Ballesteros.
