Artículo segundo. En consecuencia los clubes o entidades concesionarias a que se refiere el artículo anterior, deberán celebrar los contratos correspondientes a adquirir las plantas telefónicas municipales mediante licitación pública, de acuerdo con pliegos de cargos elaborados por el Ministerio de Comunicaciones, con arreglo al artículo 3° de la parte motiva de este Decreto.
