Declárase nacional la prolongación hacia el norte de la carretera Pasto - Barbacoas, prolongación que va de Pasto a la frontera norte del Departamento de Nariño, pasando por las ciudades de San José, La Cruz y San Pablo, carretera ésta que gozará de los mismos derechos y privilegios de que dispone aquella.
