Los centros de cultura popular tienen como misión específica proporcionar cultura general en tres años equivalentes al nivel de educación elemental, y formación profesional en artesanías y oficios, a libre elección de los interesados. Los alumnos tienen la libertad de estudiar exclusivamente el aspecto cultural, el profesional o simultáneamente ambos aspectos.
