De la prohibición de excluir a los productores u oferentes nacionales . En ningún caso se podrá eliminar la posibilidad de que productores de bienes u oferentes de servicios, de origen nacional, presenten propuestas, pero deberán hacerlo dentro de los términos y con los requisitos prescritos por las normas sobre contratación administrativa. En ejercicio de la potestad reglamentaria el Gobierno Nacional determinará lo que se entiende por bienes y servicios de origen nacional.
