Nacionalizase la Universidad de Caldas. En consecuencia, la Nación asume el sostenimiento y régimen prestacional de dicho establecimiento público de carácter docente, mediante la apropiación anual de la partida respectiva en el Presupuesto Nacional, sin perjuicio de que la Universidad siga disfrutando de los bienes, rentas, auxilios, subvenciones y demás ingresos de que actualmente goza o que pueden asignársele en el futuro.
