° A partir de la presente fecha, los Ministerios de Educación y del Trabajo conjuntamente, contribuirán a la mayor solemnidad de los congresos o asambleas de sindicatos, nacionales o seccionales, mediante festivales de música, recitales exposiciones de arte y en general certámenes de carácter artístico, conferencias, cine educativo, etc.
