Art. 2.° En los mismos términos se reconocen á cargo del Tesoro nacional los empréstitos voluntarios ó forzosos exigidos por el Gobierno de Antioquia ó decretados por el Jefe civil y militar despues del 5 de Abril, ó por las fuerzas del Gobierno nacional ántes de esa fecha en el mismo Estado, tanto á los partidarios ó sostenedores del Gobierno general como á los que se consideren adversarios políticos de dicho Gobierno, siempre que tales empréstitos se hubieren aplicado al sostenimiento del Gobierno nacional ó para gastos de la guerra en defensa de éste.
