Artículo tercero . El Gobierno efectuará las operaciones presupuestales que sean necesarias para dar estricto cumplimiento a lo prescrito por la presente Ley y queda autorizado para garantizar los préstamos que obtengan las entidades encargadas para hacer las inversiones de los fondos asignados en la misma, hasta por el monto de los auxilios.
