Se dará prioridad a los proyectos municipales y distritales presentados por las Juntas de Acción Comunal, siempre y cuando los mismos hayan contado con asesoría técnica por parte de las secretarías de planeación para su elaboración y cumplan con los requisitos de viabilidad, prioridad y elegibilidad. Los proyectos presentados deberán estar ajustados con el respectivo plan de desarrollo.
